Does the doctor's office absolutely have to have your social security number?

Way back when I stopped giving out my social unless it was like a job or something government related (like when I applied for my gun license). But this woman at the doctor's office insisted I give my social and I told her I wasn't going to. Can they refuse to see me? They best not. I tried getting my current employer to take my social off my paystubs and they said "it can't be done". I could fight but it seemed like it was useless. I kept getting the "payroll company blah blah blah" when in actuality the payroll company comes from my company, same office, same people, just a different name in the corner of my paycheck. Guess they didn 't think I'd figure that out.
